The Project

The Train 2 En4ce project (loosely translated as "Train to Enforce") aims to improve the implementation of knowledge and skills regarding the European Order for Payment Procedure (Regulation No. 1896/2006) and the European Small Claims Procedure (Regulation No. 861/2007) in practice. In particular, the European Order for Payment Procedure is used less frequently than initially estimated by the Commission. One possible reason might be that knowledge and familiarity with the European Order for Payment Procedure are significantly lower than with the national order for payment procedure. To ensure better access to justice at this level as well, the Commission seeks to encourage the widespread use of the European Order for Payment and the European Small Claims Procedure through training programs.

Part of the project is an intensified collaboration between pairs of project partners. During the project period, Germany and Albania will engage in an in-depth exchange about approaches and developments regarding their experiences to improve the cross-border implementation of European procedural law at this level.

Research Objectives

The Train 2 En4ce project aims to strengthen judges, lawyers, and court staff through a European training program with a national focus in the application of the two regulations. The training is intended to be targeted and convey the necessary understanding, knowledge, and skills regarding the application and functionality of the two regulations. To determine the training needs, an initial survey will be conducted among the relevant groups. Following this, training tailored to the identified needs will be provided, and in the third step, the efficiency of the practical work will be evaluated.
